At P1, there's no need to know how to read off a ruler.
Usually assessment books are tougher to prepare the students.
However, just to warn you, some schools do not follow MOE's guidelines on syllabus and develop their own worksheets to teach in advance.
There's no harm in teaching her how to read off a ruler. Can even have fun going around the house to measure stuff. Even better, teach her to compare (longer/shorter).
Reading off ruler & weighing scale is P2 syllabus But all of my students can do it by P1
