Are you referring to the workmanship of the building finishes or the interior fit out finishes?
iF its the former, normally contractors engaged to build condo/private houses needs to meet the minimum standards required to achieve certain workmanship coz there is always an Architect to supervise. Its a contractual obligation for them to achieve good quality workmanship.
iF its the latter, normally or most contractors do not have their own interior fit-out workers so most of the time all interior cabinetry works are sub-contracted out, domestic (DSC) or nominated (NSC), unless the Developer or the Architect specifically requested for an NSC (Very rarely for a developer, but quite common for an Architect to ask for an NSC), all arrangements will be DSC. So it depends pretty much on which carpenter was engaged by them to do the interior works. (if tats the case then we wouldn't know who)
NSC = Nominated Sub-Contractor
DSC = Domestic Sub-Contractor
