mine is £90 for both on dual fuel

i switch EVERYTHING off at the wall when it's not getting used. before this i was £106 a month
Personally, I wouldn't trust a 20+ year old water heater for any meaningful service -- especially if I didn't know its history personally, as you apparently don't.
My advice: buy new.
Although I don't don't your particular layout, I would think long and hard about the wisdom (or lack thereof)...
