Rice wine is made from glutinous rice so both are the same. The difference usually are in terms of the type of rice wine. I've heard of black rice wine, red rice wine and yellow rice wine for use in confinement.
I know red & yellow rice wine are sweet type of wine, not sure about the black rice wine though. Hope it helps.
