The Community Development Commission of the County of Los Angeles provides Community Development Block Grants, or CDBGs, to fund several programs throughout the county. CDBG funding is provided through the federal Department of Housing and Urban Development, to be administered through local governments for the community's benefit.

The city and county of Los Angeles created the Los Angeles Homeless Service Authority, or LAHSA, to administer CDBG funds to nonprofit agencies that provide shelter, supportive and transitional housing for the homeless. Nonprofit agencies can apply for CDBG funding to help homeless individuals overcome domestic violence, substance abuse, and for job training and other supportive services to ensure the tenant is able to maintain housing.

First-time home buyers can receive up to $70,000 towards the purchase of a home located in unincorporated areas in Los Angeles County. The home buyer must meet income-level requirements to be eligible for a loan. Down payment assistance is also available to first-time home buyers though CDBG program funds.
