You can try Parent Volunteer which will get you higher chance. Your boy born in 2004? Then by end of this year, you should apply for PV which you entitled you to fall under Phase 2B.

Otherwise if you go under Phase 2C, based on your distance and past history, you don't even have the chance to ballot, you will be out. Usually within 1km will need to ballot already.

you need to be within 1km from this primary school. a friend of mine managed to get a slot after ballot. Beyond 1km, no chance. Even if you are a PV, it does not guarantee you a place. They have to interview you before deciding whether you can be a PV.
