My rule of the thumb: Never train when your child is NOT ready, don't follow those parenting guide BLINDLY, cos' they are very good yardsticks, but they are not the RULE.
Every child is different. My elder one was successful just before he entered nursery, whereas my younger one was able to do it when he was 2.
